Theory of change

A cause-and-effect map setting out explicitly which steps an activity takes to produce which change.
It sets out the chain from resources to activities, activities to outputs, outputs to outcomes and outcomes to impact, together with the assumptions each link rests on.
It is the first step of measurement: the theory of change decides what will be measured, and the indicator set is built afterwards.
